Currently there that is not possible directly. With a single rule you could only speak the phone number (so numerically).

If you can boil it down to a handful of specific contacts you could create one rule per contact, use that contact's number as a trigger and have the app speak the contact's name ...

The problem with that is that it makes it a lot harder to have something repeat in seconds. It depends on the perspective I guess.

I'm afraid that's not possible yet.

As far as I understand it has nothing to do with permissions. The hotspot cannot be controlled officially anymore for a couple of years. The current implementation is a hack already and should generally work up until Android 15. From 16 onwards it doesn't work anymore.
