DONE: Add a General forum

Greetings,
The application suggests asking questions here, but there is no forum for questions.
It may be good to create a forum for questions, but I think there should first be a fallback forum for topics which have no appropriate forum. Or it should be possible to open a topic in no specific forum (in the root).
